To prohibit asking voters in Wayne, Oakland and Macomb counties to extend a 10-year, 0.2 mill property tax that goes to the Detroit Institute of Arts if the current authorization does not expire for more than a year. The counties are asking for a March 2020 vote on the tax even though it does not expire for another two years. The tax was authorized by a <a href=" https://www.michiganvotes.org/2010-SB-1578">2010 law </a>.
