To prohibit the manufacture, sale, or transfer of “adulterated cosmetics, ” subject to $1,000 per day penalties “for each day that the violation continues.” Adulterated cosmetic is defined as one that contains asbestos, lead, dibutyl phthalate, diethylhexyl phthalate, formaldehyde, formaldehyde releasers, mercury and related compounds, isobutylparaben, isopropylparaben and butylparaben.
