To permit members of the state-authorized beer and wine distributor and wholesalers cartel to refund purchases made by bars and restaurants after Dec. 31, 2019, and let the distributors that sell spirits to an on-premises licensee buy-back unopened bottles purchased after that date. This is presumably in response to the coronavirus epidemic lockdowns, but the bill includes no references or dates related to that.
