To repeal the licensure and training mandates, fees and other state mandates and restrictions that inhibit individuals who want to cut hair or provide cosmetology services for a living. Among many other provisions the law prohibits an individual from earning a living in this trade unless he or she takes 1,800 hours of instruction at a “licensed barber college,” with similar restrictions on cosmetology services.
