Require small county resident on NRTC board

To require at least one member of the Michigan Natural Resources Trust Fund board to be a resident of a county with a population of less than 100,000. State land oil and gas royalty money is earmarked to this fund, which pays to acquire and develops more state land for recreational purposes.
