To mandate that all owners of docks, wharfs, piers, jetties or seawalls used for commercial or industrial purposes to submit an assessment of environmental contamination prepared by an environmental consultant who is a licensed professional engineer every five years, and every three years if it is deemed “high risk” for environmental contamination.
