To expand a debt and loan program that lets local governments borrow and use the money to make loans to owners of “noncommercial, nonindustrial property” for improvements that mitigate environmental hazards, affect water use and energy efficiency, add renewable energy features and more, which would be paid for through a special assessment property tax levy on the particular parcel. This bill essentially replaces the current law’s debt authorization section with an expanded one; see also House Bill 6036.
