To mandate that auto insurers give customers a retroactive 20% refund for payments on policies covering the time that the state was under an epidemic-related “stay home, stay safe” executive order (March 10 through and Oct. 2.) On Oct. 2 the state Supreme court invalidated executive orders not approved by the legislature after 28 days.
