To expand the type of projects and beneficiaries eligible for subsidies under a law that lets counties borrow money, lend it to a property owner who wants to buy a “renewable energy system,” and levy a special assessment on the property, from which the loan would be repaid. Among other things the bill would also permit subsidies for water service improvements and environmental hazard mitigation projects.
