To permit local governments to impose a “rain tax” on property owners to pay for storm water management (sewer) projects, except that it would be labeled a "utility fee" and thereby could be imposed without a vote of the people, as would otherwise be required under the 1978 Headlee tax limitation amendment to the Michigan constitution. The levy would be assessed on the basis of the amount “impervious surfaces” on a property, with adjustments allowed for changes.
