To amend the state vehicle code to establish “rules of the road” (including a 10 mph speed limit), equipment and noise standards, and registration requirements for semi-autonomous “personal delivery devices” like those that Senate Bill 892 would authorize for transporting cargo on sidewalks or on the side or shoulder of a roadway. The bill would also preempt local regulation and restrictions on these devices.
