Expand duty to provide counsel to indigent defendants

To expand the requirement that a defense attorney must be provided at no cost to an indigent defendant charged with a crime, so that it applies to the time when the case is pending, including arraignment, a probable cause conference, preliminary examinations, trials, and any other critical events. Also, to cover the cost of an interlocutory appeal after the defendant has been convicted or plead guilty.
