To cap the tobacco tax on cigars at 65 cents each until Nov. 2021 and raise it the cap to 75 cents; impose an 18% tax on the wholesale price of a "liquid nicotine solution that is depleted as an electronic smoking device is used," but also exclude these from a 32% tax on the wholesale price on cigars, noncigarette smoking tobacco, and smokeless tobacco; impose a $0.50 per ounce tax on noncombustible "alternative nicotine products" including chewing tobacco.
