Revise cell phone, cameras in courts restrictions

To establish in state law that an individual may use a cell phone to photograph, record, broadcast, or live stream in a court and courthouse, but only if the court permits this, and may never include images or sounds of a juror or jury candidate in a courtroom (and only with a judge’s permission outside the court). The bill also includes restrictions on jurors having a cell phone.
