To establish that the cost of certain “special assessments for lake level controls…that have not been paid” will get priority among the “payments in lieu of taxes” that the state agrees (by statute) to pay local governments with state property within their jurisdictions. After that, the payments would be divided 50/50 between the county and the township where the state property is located.
