Ban sending National Guard into combat without war declaration

To prohibit the governor and state officials from releasing the Michigan National Guard into active duty combat unless Congress has passed an official declaration of war or explicitly called forth the state militia to execute the laws of the union, repel an invasion, or suppress an insurrection.
