To prescribe a legal process for a mobile home park owner to declare a vacated unit “abandoned” after making good faith efforts to contact its owner, and ultimately to take ownership if the owner is not responsive and owes the park money. A park operator could eventually remove and sell the unit at a fair market price, and the owner would be entitled to any proceeds after the park collects what it is owed.
