Allocate state university spending on basis of enrollment to allocate annual state appropriations to Michigan universities on the basis of how many full-time, resident, undergraduate students are enrolled each year. Under current law, the allocations are done annually on an ad hoc basis, with amounts determined by past allocations, the effectiveness of an institution’s lobbyists and legislative connections, and other factors unrelated to enrollment or other objective criteria.
