To prohibit (along with House Bill 4037) requiring school districts to administer "workforce readiness" tests of students in career and technical education programs with measures of their "ability to apply reading and mathematics skills." This bill would also authorize payments of up to $100 per test to school districts each year for administering high school learning “attainment” tests to students. To choose which tests the state Department of Education would have to consult with “unions, high school principals, school administrators, career and technical education program administrators, school counselors, high school teachers, and any other group as appropriate”.
