To preempt local governments from imposing a permit mandate on transporting a mobile home if the state has already issued a permit for this. However, if the state does issue a permit it would have to still collect and turn any permit fees that locals would have collected. Also, to prohibit permit denials for “immaterial defects” on a permit application, and require officials to notify an applicant within two days of any “material defects”.
