To specify details of the new licensure regime on paid electric vehicle charging services that House Bill 4801 would direct the Department of Agriculture and Rural Development to establish. Among other things the bill (which amends the state's utility regulation law) specifies the the charging station owners would not be subject to regulation as a "utility".
