To prohibit a state “Strategic Fund” bureau from using state money to finance or subsidize an “economic development project,” or provide a loan, grant, or other assistance to a project, business or developer in violation of the interstate compact proposed by House Bill 4971, which would ban selective government subsidies to specific companies.
