To require a state “Certificate of Need” commission created to ration the number of medical providers and facilities in the state, and empowered to deny permission to open new or expand existing medical facilities and services, to disclose to the public in a timely manner the standards and criteria it uses to impose one of these determinations. This commission is comprised of individuals representing health care industry incumbents who have an incentive to suppress competition.
