To revise details of a law requires public schools to implement a prescribed “reading improvement plan” for children in early grades who are failing to learn how to read, to permit a kindergarten teacher to delay a second prescribed reading “assessment” if the teacher thinks the problem can be corrected without it. Also, to empower school boards to authorize prescribed “reading improvement plans” for any child, not just those who currently specified criteria.
