To mandate that an employer forced to close a plant or implement a “mass layoff” as defined in the bill to give workers one week’s worth of pay for each year worked a “severance pay,” subject to a $1,000 per employee penalty for failure to do so, and regardless of whether the layoff was forced by bankruptcy.
