To require licensed debt collectors to send a written notice at least five days before the first contact, informing a debtor of details related to the claim, claimant, debt collection agency, etc. Also, to require debt collectors to contact a debtor who provides written evidence of “economic abuse,” defined as having a acquired a personal protection order, being the victim of domestic abuse, identity theft, coercion and more.
