Give state grants to local governments for water-related "green infrastructure" and "climate resiliency plans"

To authorize a new state “water management infrastructure program” to give grants and loans to local communities for "green infrastructure" that serves "climate resiliency plans" they would have to adopt to be eligible. This would give money for stormwater retention or treatment, sewage treatment, flood control or mitigation” including repairing, rebuilding, or relocating roads, dams and water treatment or wastewater treatment plants. The bill envisions “measures that use plant or soil systems, permeable pavement or other permeable surfaces or substrates, stormwater harvest and reuse, or landscaping to store, infiltrate, or evapotranspirate stormwater and reduce flows to sewer systems or surface water”.
