To authorize “family treatment” specialty mental health courts similar to “drug courts” authorized by a <a href="http://www.michiganvotes.org/2013-HB-4694">2013 law</a> that allows dismissal of charges if an individual abides by an agreement that includes a prescribed mental health treatment program. This bill would establish a “therapeutic” regime” as proposed by private groups named in the bill. This version would include “therapeutic responses to improve parent, child, and family functioning,” “collecting and reviewing data to monitor participant progress;” “the forging of partnerships among other family treatment courts, public agencies, and community-based organizations to generate local support;” “a family-centered, culturally relevant, and trauma-informed approach” and much more. While the bill lists persons with "civil child abuse or neglect case who are diagnosed with a substance use disorder" as subject to these court's authority, the bill does not limit the court to this class and includes language that could see model applied more broadly.
