To revise the Michigan public health code’s definition of disease “carrier” to exclude individuals with COVID-19. The current definition reads, “an individual who serves as a potential source of infection and who harbors (or is suspected to harbor) a specific infectious agent serious or a communicable disease or infection” whether or not symptoms are discernable. The designation requires officials to give a warning notice requiring the individual to cooperate in efforts to prevent or control transmission of serious communicable diseases or infections, which is enforceable with a court order.
