To revise the process for serving notice for fines imposed by the “administrative hearing bureaus” that most cities are allowed to create for enforcing "blight violations" under a 2003 law which gives municipalities the power to place a lien against an owner’s property. The bill would require a written violation notice be delivered personally or by first-class mail. Cities would be allowed but not required to also send emails and post names on the internet.
