To change the membership of the state Natural Resources Commission, which has "exclusive authority to regulate the taking of game and sportfish," and of designating which species may or may not be hunted. The bill states, “If at least 35% of state-owned land is located in the Upper Peninsula, at least three members of the commission must be residents of the Upper Peninsula who have resided in the Upper Peninsula for at least the previous five years”.
