To impose additional restrictions, disclosure requirements, installment plan mandates, and a duty to facilitate low income households getting welfare benefits, before a municipal water service can shut off service to someone who hasn’t paid their bills. A version of this bill was enacted as a temporary coronavirus epidemic response in 2020, and this bill would make the provisions permanent.
