Restrict new industry in certain neighborhoods

To deny a required state emissions or other environmental permit, or impose additional conditions and requirements, for a project that proposes to locate certain types of plants or operations in what the bill describes as an “overburdened community," meaning one whose low-income or non-English speaking population exceeds a specified percentage. Among other things the firm would have to create an “environmental justice impact statement".
