Revise drugged sex crime details

To repeal a “consent” provision in a provision of a law that makes it a crime to have sex with a person who is temporarily “mentally incapacitated" and “incapable of appraising or controlling his or her conduct,” because of a narcotic, anesthetic, or other substance “administered to that person without his or her consent.” The bill would make this a crime even if the person consented to taking the drugs.
