To amend the state vehicle code to establish “rules of the road,” equipment and noise standards, registration requirements and more for semi-autonomous “personal delivery devices” for transporting cargo on sidewalks or on the side or shoulder of a roadway. The bill would also preempt local regulation of these devices, but leave local governments free to ban them. It proposes a 25 mph maximum speed (10 mph on sidewalks) and 1,000 pound weight limit on the devices.
