Impose regulation, fees, liability coverage on Airbnb type rental

To impose registration, fees, insurance, reporting requirements and other mandates and restrictions on Airbnb type short term rental listing services, and homeowners that use them. Listing services would have to pay a $1,000 per unit annual registration fee, capped at $50,000 statewide. Owners would have to obtain a $1 million liability insurance policy for each unit, or the Airbnb type service would have to include it. Local governments could impose their own regulations short of one “that has the total effect of prohibiting short-term rentals”.
