Revise pistol purchase laws to reflect recent reforms

To eliminate various requirements and restrictions related to acquiring and possessing a pistol (including having a drivers license, being a state resident and registered to vote here), and also require state and local law enforcement officials to destroy records related to a pistol purchase license requirement that has been repealed.
