To replace a 2012 law prescribing for fiscally-failed cities and school districts either consent agreements, mediation, bankruptcy or a state-appointed emergency manager to remedy their broken finances, with a new law that proposes “community engagement advisory committees” appointed by the governor. The bill asserts these committees would have “broad powers to recommend corrective actions,” but this appears limited to making “recommendations for policy adoption,” or for state and local “structural changes,” and issuing a finding that the potential fiscal emergency cannot be resolved by the local government, and why.
