To preempt local regulation of "advanced air mobility," and create a 25 member “study committee” comprised of political appointees representing various interests to review and discuss revisions to state laws “that could impact the advanced air mobility industry.” The bill defines "advanced air mobility" as “a system that transports people and property by air between points in the United States using aircraft, including electric aircraft and electric vertical takeoff and landing aircraft, in both controlled and uncontrolled airspace”.
