Authorize cost-and-fees awards cases against government Open Meetings Act scofflaws

To permit a court to award costs and attorney fees to an individual who sues a public body for violating the state Open Meetings Act, if the public body is a repeat offender, or its violation was intended to limit a public right of access or participation, or if it irreparably harmed the plaintiff or public, or if important legal principles of significant public interest were at stake.
