To revise a 2010 law that permits counties to borrow money, lend a property owner money for “energy efficiency improvements” or a “renewable energy system,” and also levy a special assessment on the property from which the government borrowing is repaid. This bill would also permit these debt subsidies for an energy system that “minimizes the output of toxic materials”.
