To create a new program similar to the one authorized in a <a href="https://www.michiganvotes.org/2009-HB-5640">2010 law</a> for home-based renewable energy systems, this one to pay for “equipment, devices, or materials intended to address environmental hazards.” The scheme permit county to borrow money, lend it to property owner money for “energy efficiency improvements” or a “renewable energy system,” and also levy a special assessment on the property from which the government borrowing is repaid.
