To make it unlawful for an employer to fire an employee except for “just cause" as defined by the bill, meaning “reasonable job-related grounds …based on a failure to satisfactorily perform job duties,” or being disruptive. Violations would make an employer liable for fines and lawsuits. The bill explicitly excludes off the job habits as grounds for dismissal, which would include smoking marijuana (or tobacco).
