To impose a new license fee (tax) on prescription drug distributers, prescribers, dispensers and researchers, with state regulators increasing the rate each year enough to cover expenses incurred by a “prescription drug pricing board and prescription drug affordability stakeholder council” proposed by House Bill 5842, and cover the cost of implementing the drug price controls and regulations that entity would mandate.
