To impose a new state regulatory regime requiring makers of “digital electronic equipment and parts for such equipment” to make available the “documentation, parts, tools, and updates to embedded software that are needed by repair shops to diagnose, maintain or repair an item for the owner, including independent repair providers or to the owner, on fair and reasonable terms if the parts still exist. Violations would be subject to $500 civil fine, and a person could also sue for actual damages and attorney fees.
