Mandate utilities pay customers for outages

To impose a new duty on regulated electric utilities to pay customers who are renters $50 for power outages that last between four and 24 hours, and $200 per day for ones that last longer. Utilities would also have to pay local governments for outage-related expenses they incur. House Bill 6045 would authorize bill credits for homeowners’ outages, and House Bill 6044 would bar utilities from seeking a rate hike to cover the costs. The bills do not specify how this would affect other laws that require rates that permit these regulated monopolies to earn a specified return on the investments required to create and power an integrated statewide electric power grid.
