To impose a new duty on regulated electric utilities to give residential customers who are not renters a $100 bill-credit if they have four service interruptions lasting one or more hours in the preceding 12 months, and $200 if there were more than four. (Renters would get cash under House Bill 6043.) House Bill 6044 would bar utilities from seeking a rate hike to cover the costs. The bills do not specify how this would affect other laws that require rates that permit these regulated monopolies to earn a specified return on the investments required to create and power an integrated statewide electric power grid.
