To establish a new regulatory regime on unsolicited marketing phone calls and text messages, with violators subject to $25,000 fines for each violation, and up to $100,000 for persistent violations involving a vulnerable person. Legislators last addressed this issue in 2002 when they banned marketing calls after 9:00 pm, authorized a state "do not call," list, restricted early or late calls, and more.
