To define as first-degree child-abuse an individual who “knowingly consents to, obtains, or assists with a gender transition procedure” including “surgeries or irreversible hormonal procedures” for a child less than age 18. First-degree child abuse is currently punishable by up to life in prison, or shorter sentences at the discretion of a court.
