2022 House Bill 6458

Impose tax and benefit mandates on “gig worker” firms

Introduced in the House

Oct. 11, 2022

Introduced by Rep. Yousef Rabhi (D-53)

To impose a new tax, benefits mandate and regulatory regime on companies that offer services provided by individual independent contractors rather than payroll employees, called “gig workers,” such as Uber and Door-Dash. This would impose levies on the companies of either $6 per hour per worker, or 25% of the amount collected from each customer. The money would go to separate non-profit entities the bill would authorize, called “qualified benefit providers,” who would manage the benefits and get to keep 5% of the “contribution funds” they collect from service providers.
